new dog license number

i got a fine from ava last week for not renewing my dog license. wtf i thought. no letter of notification like they did previous many years and suddenly a fine. so i called the ava this morning regarding the matter. and this was how the conversation went:

officer: "hello, good morning, this is ava, xxx speaking. may i help you?"

me: "hi good morning. i own a dog and i have a dog license. may i check if ava would sent me a letter of notification before my license expire?"

officer: "yes, of course, we would do so before the license expire and you can use this notification to renew your dog license."

me: "ok, so you are saying that i will surely recieve a letter of notification before my dog license expire..."

officer: "yes sir."

me: "ok, if this is the case, how come this year, my dog license expired end-oct 09 and i did not recieve such a notification. then i suddenly last week, i recieved a letter imposing a $20 fine for not renewing the license?"

officer: "er, sir, in this case, you just sent in the cheque for the renewal fee and write a letter of appeal to us to remove the compounded fine."

me: "huh? i need to write a letter of appeal when in the first place ava did not sent me a notification?"

officer: "yes, sir. pse address the letter of appeal to the officer who sent you the letter."

me: !!!

hmmmm, you very much know how the conversation went. i did not bother to ask further. so, i wrote a letter of appeal as needed. as i wrote the letter, i realized that somehow last year, my dog license number had been changed to a new number. something that did not happen for the first 7 yrs of renewing the license. wtf, i thought, if a dog license is similar to a birth cert of sorts, then how come i got a new dog license number? there must have been some system cock up following a similar incident last year. and so i thought i'd better make my way down to ava and clarify this whole issue...

at the ava, i explained the whole situation to the officer, gave the letter of appeal and asked why my dog got a new license number. and then he looked at me, and said: "oh, it is normal. in fact, afterwards, i will issue you another new dog license number..." hmmm... this did not make any sense to me. whatever the case, i got his assurance that their records are in order and that i should not face the same problem in future. i then left the queue and waited for him to print the license for me... and the next person in the queue went forward... and guess what? he had the same problem with ava... they did not sent him the letter of notication and had instead imposed a fine on him...

so much for efficiency. sighs.
