of graciousness & mrt seats

was just thinking at random and one of the things that crossed my mind was about being gracious. and i thought about how people often do not give up their seats in mrts to the needy, how some people often fall asleep very fast what then sit in priority seats (seats specially marked as priority seats). and then this thought cross my mind - why do we need priority seats in the first place? doesn't everyone in the train who's sitting have similar social responsibilities to give up his or her seat to a person in need? having priority seat in this case would encourage the thinking amongst everyone sitting in normal seats to think that it is ok not to be gracious and that they then have the right to stare at the person occupy such seat and continue to remain sitting. no?
